What is the Saudi Skills Taxonomy?

One of the goals of the ”Labor Market Strategy” initiative is the establishment of professional standards for occupations linked to specific skills. This initiative seeks to standardize skills across all occupations, creating a unified language connecting Saudi Arabia’s labor market and education system for both current and future labor market needs. The Saudi Skills Taxonomy serves as the foundation for the sectoral skills councils by offering a professional standard and sectoral competency framework. This taxonomy unifies and integrates the relations between professions, sectors, and skills. It leverages modern technologies and artificial intelligence to deliver detailed insights into the Saudi labor market, supporting workforce planning, monitoring market trends, and identifying current and future skill gaps.

The Saudi Skills Taxonomy was developed to address rapid labor market changes and the pressing need for a shared language to define skills in relation to occupations. Serving as the cornerstone of future initiatives, this classification helps to establish a unified and standardized terminology for skills across sectors. The taxonomy also facilitates communication and coordination among educational institutions, employers, and regulatory bodies, thereby enhancing the effective and seamless implementation of national policies and strategies.

This taxonomy represents the first version of the skills system, developed using both international and local data and through collaboration with sectoral councils to identify labor market skill needs. It draws on the Ministry’s recent efforts to align with government agencies and private sector organizations, supported by extensive field studies and research. This version is grounded in international standards for similar frameworks, local employment skills, and input from private sector representatives within sectoral skills councils.

The Ministry intends to pursue further alignment and enhancements in collaboration with all relevant stakeholders.

The Saudi Skills Taxonomy was developed based on the Unified Saudi Occupational Classification (USOC) and incorporates insights from leading global practices in skill classification and description, along with input from private sector employers. This approach aims to create an integrated, effective system for occupational planning and workforce development.

  1. Establishing a common language for coding and describing skills at local, regional, and international levels.
  2. Building an integrated core system for occupations and skills and its uses in workforce planning and development.
  3. Defining all skills in the Saudi labor market, facilitating the processing of its data, and preparing a mechanism for future updates.
  4. Enhancing the journey of lifelong learning, career growth and career paths for all sectors of the labor market.
  5. Assessing skill gaps and aligning education and training outcomes with the current and future needs of the labor market.
